Construction Alert: Pipeline 5 Relining
SDCWA's Oceanside 5 Flow Control Facility to Huckleberry Lane Project in Bonsall

Starting August 2026, the San Diego County Water Authority will begin construction on a project to rehabilitate approximately 5,000 feet of major pipeline. Work includes relining the pipe, constructing a new isolation vault, and upgrading several pipeline structures. Crews will access the pipeline through three portals in the Bonsall area, west of Interstate 15 and south of Gopher Canyon Road.
Construction is expected to last one year, ending in summer 2027. Activities, schedule, and duration will vary by location. The Water Authority is coordinating with local agencies to ensure water service is maintained. The project is managed and carried out by the Water Authority and is not part of Rainbow Water's CIP or construction projects. The project will not impact the water supply to Rainbow Water customers.

What to Expect During Construction
- Most construction will take place underground, inside the pipeline.
- Work hours are Monday through Saturday, 7 a.m. to 7 p.m.
- Neighbors may see or hear work crews, heavy equipment, noise, dust, required vehicle back-up alarms, traffic control, and detours.
- Crews will strive to minimize impacts as much as possible.
- Nighttime work will occur during two periods from Oct. 25 to Nov. 3, 2026, and April 11-20, 2027
