Eagles Perch Pipeline Replacement Project

The Eagles Perch Pipeline Replacement project will replace aging infrastructure to improve the reliability of water delivery to customers in the Eagles Perch Lane neighborhood. The new pipelines will address a history of pipeline failures and move infrastructure from private property to the roadway at Eagles Perch Road. The project will enable reliable water delivery and prevent costly future operations and water outages for residents in the community.

Project Overview

The project consists of replacing and relocating water pipelines that pass through private property to new alignments within the roadways, and installing fire hydrants along Eagles Perch Lane, Camino Del Rey, and Virgin Islands Road. The pipeline was determined to be in need of replacement due to a combination of factors, including the pipeline's age, material, breaks, and service interruptions. 

The project includes the construction of 1,185 feet of 8-inch steel pipe along Eagles Perch Lane and 655 feet of 8-inch steel pipe within an existing easement north of Virgin Islands Road. This allows abandonment of two segments of 4-inch pipe in poor condition with limited access. The upgrade from 4-inch to 8-inch is not intended to increase the number of customers but to address the deficiency in the current pipes to convey required fire flow volumes.

A third-party construction team will perform the project. The construction costs are funded through the District’s Capital Improvement Program.

Timeline

Rainbow Water District is committed to keeping our customers informed about project improvements and ongoing construction activity. Below is a timeline of events for the project:

June - July 2026: Information sent to customers in the Eagles Perch neighborhood with details on project scope, easements, and town hall meeting. Rainbow Water hosted a town hall meeting in July to review work on the Eagles Perch Pipeline Replacement Project. 

July - September 2026: Rainbow Water secured easements with all property owners impacted by the Pipeline Replacement Project.

September - October 2026: Project sent to bid.

November 2026: Agenda item added to the board meeting to determine contract award by the Rainbow Water Board of Directors.

December - January 2026: Project planning, scheduling to take place, and information to be sent to customers.
