Public Comment

Public Comment

Members of the public may make comments on items related to the water district or any item on the agenda for scheduled board and committee meetings. Comments may be made:

  • In-person at the Rainbow Water office during the meeting
  • Virtually via zoom during the live meeting
  • In writing with submission prior to the meeting

Written Comment

Comments are to be received by 5:00 p.m. the day prior to the scheduled meeting to be included in the recorded meeting. Written comments may be sent in the following three options:

If members of the public attending virtually would like to ask a question or make a comment on any item listed on this agenda,  please utilize the “Raise Hand” button, located at the bottom of the screen.  ​Staff will be​ alerted to allow the speaker to comment.  When called upon, please unmute the microphone and ask the question or make comments in no more than three minutes.

Meeting Participation

Members of the public are invited to attend meetings in person, and comment at the meeting by submitting a Speaker Slip to the Board Secretary prior to the start of the meeting. Individuals have a limit of three (3) minutes to make comments and will have the opportunity when called upon by the presiding officer.

Protest Submission Requirements

Public comments submitted through this webpage are welcome and will be shared with the Board of Directors for consideration. However, comments submitted electronically through this page do not constitute formal written protests under the procedures established by California law for rate-setting and related public hearing processes.  To be recognized and counted as a formal written protest pursuant to the requirements of Proposition 218 and the California Water Code, a protest must be submitted in writing and include:

  • The property owner’s or customer’s service address or APN
  • First and last name
  • Summarize the opposition to the proposed rates
  • An original (wet) signature.

Please refer to the official hearing notice or contact Rainbow Municipal Water District at 760-728-1178 for details on how to submit a valid protest.

Please note:

  • Emails or electronic submissions that contain protest statements only in the body of the message—without an authentic, signed document attached—do not meet the legal requirements and cannot be counted as valid protests.
  • Only properly submitted written protests will be counted in determining whether a majority protest exists.
  • Oral comments do not count and a written protest is required. 
  • Comments are to be submitted to the Rainbow Water District office by mail or submitted in person prior to the meeting. 
  • Limit of one protest comment per service address.
