Rainbow Water is looking for a big-picture leader who is also a hands-on operator: someone who will shape the people side of a 59-person District that has been named a San Diego Union-Tribune Top Workplace five years running and, in 2026, received six Culture of Excellence Awards from Energage.
Reporting directly to the General Manager with no layers in between, the Human Resources Manager owns culture, talent management, employee and labor relations, safety, and risk for the entire District. You'll sit on a leadership team that is superb at what it does and generous with what it knows, and you'll get the kind of impact that only a small agency can offer. When career pathways, recognition, and safety programs work, a workforce this size feels it immediately, and so does the community it serves.
This is not a role for someone who sets direction and hands the work to a team. The person who designs the performance review program here is the same person who trains supervisors to use it and meets and confers on its impacts. There's a small team beside you, but you are the coach and the team captain. Early priorities include redesigning performance management to align with the District's Strategic Plan, building career pathways and succession plans, establishing on-the-job training for Construction, and aligning the HR technology stack with the District's operations.
